Outcome of consultation

Thank you to everyone who took part in the consultation for 47 Earl Street, Windsor.

Council has now considered community feedback and made a decision about this site at a Council Meeting on 15 December 2025.

Why this decision was made

Council made this decision after carefully considering community feedback, alongside practical and financial factors.

Key reasons included:

  • The site has been vacant since early 2022 and would require significant investment to reopen or repurpose.
  • There is no longer an ongoing need for a childcare service at this location, with services now provided at Princes Close Early Years Service.
  • Selling the property allows Council to reinvest in community services infrastructure that delivers greater benefit across the municipality.

During the consultation period 2 September to 12 October 2025, we received a range of views from local community members.

Community engagement

Intention to sell

We are seeking your feedback on the proposed sale of land at 47 Earl Street, Windsor.

This is the former site of the Hornbrook Children’s Centre which was relocated to Princes Close Early Years Service in January 2022. The property has been vacant since then.

A review has identified no other Council service use for the property and, given the costs required to restore the building for children’s services or other use, we are now proposing to sell the property.

If a decision is made to sell the land, proceeds will be reinvested in community infrastructure within the local area.

Submissions to this proposal can be made following the instructions set out in the Public Notice and must be submitted prior to 11:59 pm Sunday 12 October 2025.

Following the conclusion of this consultation, a report will be presented to Council for consideration.

NOTICE OF INTENTION TO SELL LAND

Stonnington City Council (Council) gives notice under Section 114(2)(b) of the Local Government Act 2020 (Act) and Council’s community engagement policy that it intends to sell its land located at 47 Earl Street, Windsor 3181, being the land contained in certificates of title, Volume 10132 Folio 126 and Volume 5079 Folio 703 (Land).

The proposal is that the Land be sold through a public process for not less than market value.

In accordance with Council’s community engagement policy, a person may make a submission on the proposal.

Any person proposing to make a submission must do so by 11:59 pm, Sunday 12 October 2025.

All submissions will be considered in accordance with Council’s community engagement policy.
