Your feedback has enabled us to prepare important amendments to the Local Law that will improve its effectiveness and efficiency, and will support City of Stonnington Compliance Officers when undertaking Local Law enforcement.

Speakers on shop fronts
Changes to the restrictions on music speakers projecting from shop fronts were NOT carried and are NOT included in the Local Law amendment.

Trees and plants on council land
Expanding the meaning of damage of a tree or plant. Amendment carried with altered wording.

Council reserves
Changes to accessing, works and sporting on Council reserves. Amendments carried with alternate wording.

Contaminated recycling in waste provisions
The purpose of this change is to discourage the contamination of waste across different bins. Amendment carried with alternate wording.

Vehicles
We are proposing to add new sub-clauses relating to vehicle access on public land. Amendments NOT carried in this clause, refer to Procedures and Protocol manual for these changes.

Drone use
Procedures and protocols surrounding the use of drones in Council reserves. Amendment carried with alternate wording.

Local Law document
Updating the pronoun statements, prohibition of entry and behaviour clauses within the Local Law document to be more inclusive and to align with the Gender Equality Action Plan. Amendment carried.

Footpath Trading Policy
Updating the policy surrounding footpath trading and awnings to give consideration to allow semi-fixed barriers and umbrellas. Amendments carried, please refer to the draft Footpath Trading Policy.

Additional amendments
Following the first round of community consultation and feedback from the community we are also making further changes to various sections of the Local Law document. Amendments carried.

Procedures and Protocol Manual
The Procedures and Protocol Manual supports the Local Law by outlining the procedures and protocols followed by City of Stonnington Compliance Officers when undertaking the enforcement of Council's General Local Laws.
Stage One consultation
A review of Stonnington's General Local Law has recently been undertaken to identify potential enhancements that if introduced, will help us work more effectively, efficiently and transparently.
Our local laws are not due to expire until July 2028, however if introduced, amended laws will better align with new requirements of the Local Government Act 2020, and will provide continuous improvement and greater transparency across our permit appeals process and Footpath Trading Policy.
There are approximately 20 proposed changes.
The proposed enhancements include:
- aligning the Local Law with new requirements of the Local Government Act 2020
- introducing a new permit appeals process to provide continuous improvement and greater transparency
- reviewing our Footpath Trading Policy.
