Approval of Amendment C221

The Minister for Planning has approved Amendment C221 to the Stonnington Planning Scheme, at the request of Melbourne Water and in conjunction with the City of Stonnington.

The Amendment applies to land, within Stonnington, prone to being inundated by water flowing overland from the urban drainage system (closed pipes) and open drainage system (waterways).

C221 updates the application of the Land Subject to Inundation Overlay (LSIO) and the Special Building Overlay (SBO) in the Stonnington Planning Scheme to reflect Council and Melbourne Water’s current flood modelling data.

The Amendment makes the following changes to the Stonnington Planning Scheme:

  • it replaces the LSIO and SBO maps with updated maps to reflect the revised flood extent (land subject to flooding in a one in 100 year storm event)
  • it amends the Schedule to Clause 44.04 (LSIO) consistent with the Ministerial Direction on the Form and Content of Planning Schemes, and
  • it replaces the Schedule to Clause 44.05 (SBO) with two new schedules that distinguish between areas subject to inundation due to the ‘main’ drainage system (Melbourne Water drains) and the ‘local’ drainage system (Council drains).

EXHIBITION

Exhibition of Amendment C221 closed on Tuesday 24 April 2018 and submissions were considered by Council at its 9 July 2018 meeting where a position was adopted to take to a panel hearing.

PLANNING PANEL

A directions hearing was held on Tuesday 11 September 2018 followed by a panel hearing on Wednesday 24 October 2018 in the Council Chamber at the Malvern Town Hall.
